What Changed for Florida Condo and HOA Boards

Florida rewrote condominium finance after the Surfside collapse. SB 4-D in 2022 created milestone structural inspections and Structural Integrity Reserve Studies, known as SIRS. SB 154 in 2023 and HB 913 in 2025 refined the rules. As of 2026, these are the rules your board is budgeting under.

For condominiums under Chapter 718 with three or more habitable stories:

  • Milestone inspections at 30 years (25 if the local building authority requires it), then every ten years.
  • A SIRS must be on file. It sets the reserve funding schedule for the roof, structure, plumbing, electrical, waterproofing, windows, and fire protection.
  • Owners can no longer vote to waive or reduce reserves for SIRS components.
  • SIRS reserves may be funded by regular assessments, special assessments, a loan, or a line of credit, with owner approval.

For a treasurer, the reserve line is no longer negotiable, and the balance sheet has to match the study. HOAs under Chapter 720 are not subject to SIRS, but their reserve and budget rules have tightened too.

What We Do for Florida Associations

  • Monthly financials: balance sheet by operating and reserve fund, income statement, budget to actual, bank reconciliations, and general ledger detail.
  • Reserve tracking that ties to your reserve study, so the funded balance on the balance sheet matches the schedule in the SIRS or reserve study.
  • Budget support: we build the draft budget worksheet with the treasurer, including the reserve contribution. The board reviews it, changes it, and adopts it.
  • Owner assessments and receivables: billing, payment posting, and aged delinquency reports for the board to act on.
  • Accounts payable recordkeeping: we code and record vendor invoices and stage them for approval. The board or its manager authorizes every payment, and the board’s signers release it.
  • A year end packet for your CPA, with 1099s and organized records.

We Are Not a Management Company

Powder Accounting Group is an accounting firm, not a community association management company. We do not run meetings, enforce rules, manage vendors on site, or control the association’s money. The board adopts the budget. The board or its CAM authorizes and releases every payment. The board’s signers stay on the bank accounts. We keep the records and prepare the reports.

We work alongside your CAM or your self managed board, handling the accounting while they handle operations. Many boards keep their manager and move only the accounting.

How It Works With a Remote Accounting Firm

Being cautious about a remote firm is reasonable. Here is how it works in practice:

  • Portals: board members review financials and documents through a secure online portal, and owners can pay assessments online.
  • Monthly board packet: financial reporting by the 10th business day of each month.
  • Defined response windows: you know when you will hear back.
  • Direct access to your accounting team: you call or email the people who keep your books.
  • No long term contracts: if we are not living up to your standards, you are free to find another firm.

Association funds stay in accounts in the association’s name at the bank of your choice, with the board’s signers on the account.

Where is Powder Accounting Group located?

Frisco, Colorado. We do not have a Florida office. We work with Florida boards remotely through online portals, email, and phone, the same way we work with associations across Colorado.

Do you replace our community association manager?

No. We handle the accounting. Your CAM or self managed board keeps handling operations, meetings, rules, and owner communication. We are not a management company.

Can you track our SIRS reserves?

Yes. We track reserve balances, contributions, and expenditures against the schedule in your reserve study so the board can see whether funding is on track. We do not prepare the study itself. That is the job of a licensed engineer, architect, or reserve specialist.

Common questions from boards

Do you replace our management company?

No. We do the accounting. If you have a manager, they keep doing what they do and we take the books off their plate. If you are self-managed, you stay self-managed.

Who can move money?

Your board, or the manager your board authorizes. Your signers stay on the accounts. We prepare payables and reporting and we do not sign, release, or hold association funds.

Do we have to change banks?

No. The association keeps its own accounts at its own bank, and your signers stay on them. Some firms require you to move to their preferred bank as a condition of taking you on. We do not ask that, and nobody at Powder is added to your accounts.

How small is too small?

We work with associations from roughly twenty units upward. Below that the numbers rarely justify an outside firm and we will tell you so.

How long does it take to switch?

Most associations are fully on our books inside one full month end cycle. If the prior records are a mess we scope the cleanup separately and tell you what we find before we start.

Are we locked in?
